If you want a character back - You need an empty character slot and the name needs to be available still (so you can't be using it on another character on your account and no one else can have it either). It also depends on how old the character is and may not always be possible, if the data is completely gone.

Unfortunately my data passes through the Dallas data centre on the way to the new Guild Wars 2 servers run by Amazon in Virginia. I have updated my support ticket (#6790473) with the information about the Dallas data centre, hoping it's useful in some way.

Update: Tested another account on another computer in the same network and the trading post works fine. Tried to delete temp game cache and flush DNS. Problem persisted.
